Meet the Executive Committee
President - David Chappius
I currently hold the President position as part of the Executive Committee for the Swillburg Neighborhood Association. I have lived in the Swillburg Neighborhood for a little over five years and been actively involved in the neighborhood for about four years. I was the Vice President for the last three years. I have always been involved in community development; I used to organize Easter Egg Hunts and other neighborhood events in the small neighborhood that I grew up in Brockport.
After high school, I attended some college at both SUNY Brockport and MCC and moved into the City of Rochester. I purchased my first house with my partner, Matt, on Pembroke Street in Swillburg. I am the Office Manager for Crosby-Brownlie, Inc. a mechanical contractor and custom metal fabrication contractor and have worked there for eight years.
In addition to my involvement with the Neighborhood Association, I am also the Chair of Neighbors Building Neighborhoods Sector Six and the Secretary of the Pembroke Street Block Club. I attend monthly Sector leader meetings and President’s council meetings at City Hall and am proud of the positive reputation that we have with City, County and State officials.
I look forward to being President for at least the next two years and am excited to see our organization continue to move forward to make Swillburg the best and most desired neighborhood to live in.

Treasurer - Matt Perdue
I currently hold the Treasurer position as part of the Executive Committee for the Swillburg Neighborhood Association. I have lived in the Swillburg Neighborhood for a little over five years and been actively involved in the neighborhood for almost that same amount of time. I was drawn to community development and leadership because of the common goal that I share with all the members of the Executive Committee, which is increasing the quality of life for all the residents in Swillburg and the City of Rochester.
I have always lived in the Rochester area. Prior to living in Swillburg, I grew up in Greece and during college moved to the Upper Monroe Neighborhood. I purchased my first house with my partner, David, in Swillburg shortly there after. I attended college locally at St. John Fisher College and have a BS in Management along with a Minor in Economics and a Concentration in Human Resource. I have worked for Wegmans Food Markets for over ten years and currently work in Human Resources for the Rochester Division.
In addition to my involvement with the Neighborhood Association, I am also the Treasurer of the Neighbors Building Neighborhoods, Sector Six and the Pembroke Street Block Club. I also currently sit on the South Clinton Charrette Committee which is seeking to improve South Clinton Avenue.
I look forward to serving the neighborhood during my term and am I very proud and excited with all that the Neighborhood Association has accomplished over the past several years.
Quality of Life Committee Chair - Bob Zerby
Bob serves as Chairman of the Quality of Life Committee. This committee strives to improve the quality of life in Swillburg by
working with residents, Rochester city services, and anyone else to make this safe neighborhood even safer! The committee will also work to help the neighborhood maintain a level of preparedness to deal anything Mother Nature may toss our way.
He has lived in Monroe County since moving in from Hamburg, NY, to attend college. He lives in Swillburg on Benton Street with his partner, having bought a house there in 1992. He ultimately graduated from Roberts Wesleyan College in 2000 with a Bachelor of Science degree in Organizational Management. Bob works as the Chief Investigator for the Monroe County Medical Examiner’s Office, having served in this office since 1990. His interests vary from outdoor activities to good solid time as a seasoned couch potato.
Webmaster - Jessica Morrow Gallmon
I obtained my degree in Advertising and Graphic design from Concord University in Athens, WV. I am currently employed at Nixon Peabody, LLP as a Web and Graphic Designer and continually perform freelance work from home. I am happy to volunteer my time to upkeeping the design of our neighborhood website and any other graphic needs. |
